Write text field to a file on webserver

I am trying to make the marquee be editable, so that it retrieves the text from a text file on the web server.

<div style=" width: 99%; overflow: auto;"><marquee behavior = "scroll" direction = "up"><object type="text/html" data="marquee.txt" style="width:100%; height:200px; margin:1%;"></object></marquee></div>

This code in a html box makes the marquee and will retrieve the marquee text from the designated marquee.txt file.

What I want to do now is make another web page where I can edit the text in a text box and when you hit submit, it saves the text back to disk using marquee.txt filename on the web server.

What do I need to do on Q&EWB to do that?

This cannot be done with HTML only.
This requires (PHP) programming.

I guess you can do that, using the Newswriter extension in Plain Text Mode.
Did not heck it though.
