I've just tried swapping from ReCaptcha to hCaptcha, but am finding that hCaptcha is not functional and can be bypassed.

On checking the published files, there is only a ReCaptcha directory (no hCaptcha directory). It is updated on publishing, but only contains files referencing Google, which presumably explains the problem.

hCaptcha does not need any files.
I have just tried it myself and it works for me.

Maybe you did not use a configure one of the following?
- site key
- secret key
- error page
