I'm starting a new site, and can't find anywhere to change the page colour. The Property Inspector allows me to change the Background colour and fill type, but I can find nothing for the page. Is it a matter of adding a shape to fill the page, and changing the properties of this shape?

If no object is selected then the property inspector will display the page properties (including the page background color)

Yes, that changes the background colour - the colour that shows either side of the page. But I'd like to be able to add some colour to the page - the work space - the area that I add text, shapes & photos on to. How can I do this?

There is only one background in HTML and that is the page background.
If you want to add a background to your content then you can use a shape or layer for that.
