Slick Layout

Can anybody give me some steer as to how I can create a page that behaves like this one on the BBC news site?

Just a few points to get me started would be really helpful.

Which part do you refer to?
The navigation? The responsive design?
You can find several similar working templates on the web site.

The responsive design - I thnk, if that describes the way the page background changes and the foreground scrolls.
Which template is similar - can you point me to it.

You can duplicate this with layers /layout grids and the background size set to 'fixed' or 'parallax'
