I have published a new website, but a page from my old site keeps showing up in google searches. When I request to have it removed I get this message:
"The content is still live on the web. Before Google can remove it from our search results, the site owner needs to take down or update the content."
How come it keeps being live when I have published completely new content on the domain?
I removed it a year ago.

The software will never remove pages from the server.
You will need to do that yourself. For example, via the built-in FTP manager.
